{"id":7592,"date":"2025-07-12T08:16:19","date_gmt":"2025-07-12T08:16:19","guid":{"rendered":"https:\/\/www.lejournalci.org\/?p=7592"},"modified":"2025-07-12T08:16:20","modified_gmt":"2025-07-12T08:16:20","slug":"rencontre-dgapg-setrag-resolution-du-blocage-contractuel-dans-le-transport-petrolier","status":"publish","type":"post","link":"https:\/\/www.lejournalci.org\/index.php\/2025\/07\/12\/rencontre-dgapg-setrag-resolution-du-blocage-contractuel-dans-le-transport-petrolier\/","title":{"rendered":"Rencontre DGAPG -SETRAG: R\u00e9solution du Blocage Contractuel dans le Transport P\u00e9trolier"},"content":{"rendered":"\n<p><br>Le jeudi 3 juillet 2025, une rencontre cruciale s&#8217;est d\u00e9roul\u00e9e au Minist\u00e8re du P\u00e9trole et du Gaz dont l&#8217;objectif principal \u00e9tait de trouver une solution au blocage contractuel entre la SETRAG et les soci\u00e9t\u00e9s distributrices de produits p\u00e9troliers (marketeurs).<\/p>\n\n\n\n<p>Cette r\u00e9union a vu la participation de repr\u00e9sentants de :<br>\u2022DGAPG (Direction G\u00e9n\u00e9rale de L\u2019Aval P\u00e9trolier et Gazier)<br>\u2022DGCSP (Direction G\u00e9n\u00e9rale du Contr\u00f4le des Soci\u00e9t\u00e9s P\u00e9troli\u00e8res)<br>\u2022 SETRAG ( Soci\u00e9t\u00e9 d&#8217;Exploitation du Transgabonais)<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>TotalEnergies Marketing Gabon<br>\u2022PETROGABON<br>\u2022OLA ENERGY<\/li>\n<\/ul>\n\n\n\n<p>La s\u00e9ance \u00e9tait pr\u00e9sid\u00e9e par Monsieur Ga\u00ebl Thibaut IDOUMI, Directeur G\u00e9n\u00e9ral de la DGAPG.<\/p>\n\n\n\n<p><strong>Points abord\u00e9s et discussions <\/strong><\/p>\n\n\n\n<p>En termes de responsabilit\u00e9, Il a \u00e9t\u00e9 rappel\u00e9 que la SETRAG est responsable de la qualit\u00e9 et de la quantit\u00e9 des produits p\u00e9troliers qu&#8217;elle transporte. La SETRAG a par ailleurs manifest\u00e9 son engagement \u00e0 adapter progressivement ses op\u00e9rations au secteur du transport p\u00e9trolier.<\/p>\n\n\n\n<p><strong>Attentes des marketeurs <\/strong><\/p>\n\n\n\n<p>Les soci\u00e9t\u00e9s distributrices ont exprim\u00e9 leur attente d&#8217;une r\u00e9gularisation rapide des contrats. Elles ont sollicit\u00e9 des pr\u00e9cisions concernant :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La structure des prix.<\/li>\n\n\n\n<li>Les garanties de s\u00e9curit\u00e9.<\/li>\n\n\n\n<li>Les m\u00e9canismes d&#8217;indemnisation.<\/li>\n\n\n\n<li>L&#8217;int\u00e9gration d&#8217;une clause de contre-expertise.<\/li>\n<\/ul>\n\n\n\n<p><strong>Demande de la Caisse de Stabilisation et de P\u00e9r\u00e9quation ( CAISTAB)<\/strong><\/p>\n\n\n\n<p>La CAISTAB a demand\u00e9 \u00e0 ce qu&#8217;un \u00e9change sp\u00e9cifique soit consacr\u00e9 \u00e0 la tarification et \u00e0 la conformit\u00e9 des \u00e9quipements utilis\u00e9s pour le transport.<\/p>\n\n\n\n<p>Concernant la position de la DGAPG, le Directeur G\u00e9n\u00e9ral a nsist\u00e9 sur l&#8217;importance d&#8217;aboutir \u00e0 un accord \u00e9quilibr\u00e9 et rapide afin d&#8217;assurer la continuit\u00e9 et la s\u00e9curit\u00e9 des approvisionnements en produits p\u00e9troliers.<br>La r\u00e9union s&#8217;est conclue ainsi dans une atmosph\u00e8re de coop\u00e9ration. La DGAPG a r\u00e9affirm\u00e9 son r\u00f4le de m\u00e9diateur, visant \u00e0 faciliter un accord mutuellement satisfaisant entre la SETRAG et les marketeurs.
