Le ministre a effectu\u00e9 une Visite des ateliers du&nbsp; Chemin de Fer Congo Oc\u00e9an (CFCO).<\/strong><\/p>\n\n\n\n<p><strong>Situ\u00e9s au kilom\u00e8tre 4, les ateliers du chemin de fer Congo oc\u00e9an ressemblent \u00e0 un champ de ruine. Avec plus de 42 mois de salaires impay\u00e9s. Pendant sa visite, le ministre Christian Yoka a \u00e9t\u00e9 re\u00e7u par quelques cheminots d\u00e9sesp\u00e9r\u00e9s. Ensuite, le ministre a eu un \u00e9change avec le staff dirigeant de cette soci\u00e9t\u00e9, dans la salle de conf\u00e9rences de la direction g\u00e9n\u00e9rale du CFCO.<\/strong><\/p>\n\n\n\n<p><strong>Un diagnostic alarmant\u200b<\/strong><br><br>Le directeur g\u00e9n\u00e9ral du CFCO,&nbsp; Ignace Nganga, a pr\u00e9sent\u00e9 au ministre Christan Yoka, la situation d\u00e9sesp\u00e9r\u00e9e que traverse cette soci\u00e9t\u00e9 qui figurait au hit-parade des entreprises du tissu \u00e9conomique congolais. Au nombre des contraintes techniques et mat\u00e9rielles qui plombent le CFCO, on note la d\u00e9t\u00e9rioration du r\u00e9seau ferroviaire, un parc de locomotives op\u00e9rationnelles insuffisant, un taux de disponibilit\u00e9 de wagons commerciaux tr\u00e8s limit\u00e9, des \u00e9quipements de t\u00e9l\u00e9communications, de signalisation et d\u2019\u00e9nergie&nbsp; gravement&nbsp; d\u00e9grad\u00e9s, un plan de transport r\u00e9duit, un trafic de marchandises en r\u00e9gression. Cette situation a plong\u00e9 le CFCO dans une fragilit\u00e9 financi\u00e8re pr\u00e9occupante. Les pertes cumul\u00e9es s\u2019\u00e9l\u00e8vent \u00e0 plus de 72 milliards de FCFA. Une tr\u00e9sorerie extr\u00eamement r\u00e9duite, avec une disponibilit\u00e9 seulement de 71 millions de FCFA. Avec un fonds de roulement n\u00e9gatif le CFCO croule sous le poids de sa dette fiscale de plus de 56 millions de FCFA,&nbsp; dette sociale plus de 28 millions, dette commerciale plu de 14 millions.<\/p>\n\n\n\n<p><strong>Une approche pragmatique dans un contexte difficile\u200b<\/strong><br><br>Face \u00e0 ce tableau tr\u00e8s sombre, le ministre des finances, Christian Yoka rassure :<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u2026 Pour moi, passer \u00e0 Pointe-Noire sans rendre visite au CFCO aurait \u00e9t\u00e9 une v\u00e9ritable incongruit\u00e9 compte tenu de ce que repr\u00e9sente cette entreprise. A chaque fois que l\u2019Etat a d\u00fb porter secours pour soutenir, accompagner le CFCO il l\u2019a fait \u00e0 plusieurs reprises. Et aujourd\u2019hui encore des discutions sont en cours pour un plan de sortie de crise, et le gouvernement est mobilis\u00e9 pour trouver des solutions. Dans un contexte mondial difficile aujourd\u2019hui, nous avons des contraintes tr\u00e8s fortes, et il nous faut passer ce cap.
