Depuis le bureau oval de la Maison Blanche, le Pr\u00e9sident am\u00e9ricain Donald Trump suit de pr\u00e8s la signature de l\u2019Accord de paix entre la R\u00e9publique D\u00e9mocratique du Congo (RDC) et le Rwanda,  ce vendredi 27 juin au D\u00e9partement d\u2019\u00c9tat.<\/p>\n\n\n\n

Aussit\u00f4t apr\u00e8s cette signature, le Pr\u00e9sident Trump va recevoir \u00e0 15 heures locales ( 20 heures \u00e0 Kinshasa ), \u00e0 la Maison Blanche, les deux ministres des Affaires \u00c9trang\u00e8res signataires de l\u2019Accord de paix.<\/p>\n\n\n\n

L\u2019Accord de paix pr\u00e9voit bel et bien le retrait des troupes rwandaises de la RDC.<\/p>\n\n\n\n

L\u2019accord a pr\u00e9f\u00e9r\u00e9 le terme D\u00e9sengagement \u00e0 celui de retrait simplement parce que \u00ab d\u00e9sengagement \u00bb est plus globalisant. Le d\u00e9sengagement est un terme militaire qui comprend l\u2019arr\u00eat des combats, le retrait des hommes, du mat\u00e9riel et de tout dispositif de d\u00e9fense.<\/p>\n\n\n\n

En effet, les op\u00e9rations militaires d\u00e9butent par une phase appel\u00e9e \u00ab Engagement des forces \u00bb.
Il s\u2019agit du d\u00e9ploiement des moyens humains et mat\u00e9riels au front ou sur le th\u00e9\u00e2tre des op\u00e9rations.
Elles se terminent par la phase appel\u00e9e \u00ab d\u00e9sengagement \u00bb.<\/p>\n\n\n\n

C\u2019est donc le retrait des moyens humains et mat\u00e9riels qui \u00e9taient engag\u00e9s au front.
\u00c0 titre d\u2019exemple, le d\u00e9sengagement de la Monusco au Sud-Kivu; le d\u00e9sengagement des troupes fran\u00e7aises au Mali, au Niger et celui des troupes am\u00e9ricaines, etc.Ceci dit, le retrait est donc une \u00e9tape du d\u00e9sengagement.<\/p>\n\n\n\n
