Port\u00e9e par la Banque africaine de d\u00e9veloppement (BAD), cette initiative a \u00e9t\u00e9 ent\u00e9rin\u00e9e lors du sommet de l\u2019UA \u00e0 Addis-Abeba et annonc\u00e9e officiellement dans un&nbsp;<a href=\"https:\/\/www.afdb.org\/fr\/news-and-events\/press-releases\/sommet-de-lunion-africaine-le-president-de-la-banque-africaine-de-developpement-souligne-une-decennie-dimpact-transformateur-sur-leconomie-81030\">communiqu\u00e9<\/a>&nbsp;de la BAD publi\u00e9 le lundi 17 f\u00e9vrier.<\/p>\n\n\n\n<p>L\u2019AFSM vise \u00e0 r\u00e9pondre aux besoins pressants de liquidit\u00e9s des pays africains pour le refinancement de leur dette. Dans un contexte o\u00f9 le service de la dette p\u00e8se lourdement sur les finances publiques, la mise en \u0153uvre imm\u00e9diate de ce m\u00e9canisme pourrait permettre d\u2019\u00e9conomiser jusqu\u2019\u00e0 20 milliards de dollars d\u2019ici 2035, selon la BAD.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>L\u2019Afrique a besoin d\u2019un filet de s\u00e9curit\u00e9 r\u00e9gional pour fournir des liquidit\u00e9s de refinancement de la dette \u00e0 grande \u00e9chelle et \u00e0 un co\u00fbt abordable<\/em>&#8220;<\/p>\n<\/blockquote>\n\n\n\n<p>, a d\u00e9clar\u00e9 Akinwumi Adesina (photo), pr\u00e9sident du Groupe de la BAD.<\/p>\n\n\n\n<p>La situation de la dette africaine s\u2019est consid\u00e9rablement d\u00e9t\u00e9rior\u00e9e ces derni\u00e8res ann\u00e9es. D\u2019apr\u00e8s un rapport des Nations unies, le service de la dette ext\u00e9rieure des pays africains a atteint un niveau record de 89,4 milliards de dollars en 2024, limitant leur capacit\u00e9 \u00e0 financer les Objectifs de d\u00e9veloppement durable (ODD). Depuis 2010, la dette publique africaine a presque doubl\u00e9, en grande partie en raison du recours croissant aux emprunts non concessionnels et \u00e0 court terme, ce qui a conduit \u00e0 plusieurs d\u00e9fauts de paiement.<\/p>\n\n\n\n<p>Pour l\u2019heure, bien que le principe ait \u00e9t\u00e9 valid\u00e9, les d\u00e9tails techniques du m\u00e9canisme et de sa constitution n\u2019ont pas encore \u00e9t\u00e9 d\u00e9finis. Cependant, il faut souligner que l\u2019AFSM s\u2019inscrit dans une dynamique plus large de renforcement des instruments financiers du continent.
